“He waited until the last minute, but former Gov. Deval Patrick signed a bill allowing wine and cider produces to sell directly to retailers just before he left office Thursday. ‘It was the 11th hour and 59th minute,’ said state Sen Richard Ross, R-Wrentham. . . The legislation repeals a provision in the state budget that mandated that Massachusetts producers of wine and hard cider go through wholesale distributors, rather than sell directly to restaurants and liquor stores.”
